The Meaning of...

Over at Talking Points Memo, they're arguing over the interpretation of this sentence, which seems clear to me (really, the cops walked the dog!), but apparently not others.

At the time, it was not uncommon to see Nathan being chauffeured around the city in an undercover Dodge with two detectives, who sometimes even helped to walk her dog.
